Career Summary
I have spent my entire working life working in the public sector for Wolverhampton City Council.
I started in September 1986 as an admin assistant in Internal Audit on a youth training scheme and within 3 weeks I had secured a permanent
position in the Rates office. By the beginning of 1990 I had moved into my first I.T. role as a Computer Control Asst where I spent most of my days developing
management information reports. I stayed in Local Taxes through the implementation of Community Charge in 1990 and Council Tax in 1993.
In August 1998, I moved to the council's central I.T. division, now known as Information and Communications Technology Services (ICTS), as an
Analyst Programmer in the Development section. Within 18 months I had been promoted to Senior Analyst/Programmer working on the IBM
Mainframe developing batch PL/1 programs and CICS programs. With my Local Taxation background, I supported the Council Tax system which
gave me DB2 experience. I was part of the team that implemented Northgate Benefits in 2000 and wrote the interface between Council Tax
and the new Benefits application.
Soon afterwards, I was involved in the re-launch of wolverhampton.gov.uk as Wolverhampton
City Council hosted their own website for the first time. The site is powered by Microsoft Content Management Server and has been
a huge success. The site is ranked in the top 5% of local authority websites in the UK and has been since February 2006. To maintain
this position, I ensure that all web applications deployed to our production environment are to the same standard that has been achieved
across the rest of the site.
From February 2006 to May 2008 I managed the Distributed Applications Develpment team within ICTS which grew from 2 team members to 6 over a period
of just over 2 years. The team provided
the technology that drives the council's website and intranet and we have developed many dotnet web applications that integrate with both.
To help with my management development, I studied and completed the Certificate in Management in May 2008.
In June 2008 I was promoted to the position of Systems Development Manager, managing a team which at full strength is 20 strong. This team is comprised of
Project Managers, Solutions Architects and Solutions Designers. This team is heavily involved in the Transformation Programme
that the council has embarked upon during 2008, handling data migration projects, archiving, document image processing, business intelligence
and data management and interfaces.
